History: The original Powers were the original governments before the apocalypse. There were some Power structures that started out with the will of the people in their minds, but were basically pillaged for everything they were worth by greedy men of all backgrounds. Their basic structure of democracy, communism or anything else that had any kind of structure whatsoever, was brought down to a point where they openly called a man a “All Powerful” at one point, and all hopes were put on this single man’s shoulders to destroy the rebel uprising, which at this point was at it’s strongest point in the known history of all uprisings. This All Ruler, did certainly have all power over the world, and flaunted it.
He accepted any type of suggestion that would kill rebels, even if it meant harming, maiming and killing completely innocent people. This included dropping bombs, raids on entire cities, chemical and germ warfare. There was also an entire team of scientists, not only working on new destructive ways to get back at the damned Rebels, but also a section where there was extreme testing to try and create a supreme race to raid out the Rebels more effectively. They were all failures; these are the Type 1 humans today. He was ultimately killed, sadly after living a somewhat long life, and there was only a small group of men to take his place (since most had been murdered, ended their life with their own hands, or died from complications stemming from the extreme chemicals left in the atmosphere). Those were still alive hid, but continued to keep notes of the Powers Before for later generations in hope that their ‘legacy of power’ would continue in some way, and that the rebels would not succeed.

The Original All Ruler (Victor Rifkin). The current General, who traded valuable information about The Rebels for his current information.
What they stand for: The Powers believe in an elite group of people doing all the “boring paper work” for you. They do not believe that a person can govern themselves and make clean moral choices and live a healthy life and have strong communities. They also want to only have a paper currency, allowing no trading or bartering. More radical Powers think that anyone out their elite group should pay taxes not only for the things they own (because to them what you have worked hard for and have in your home is technically theirs) but the things they other’s own (including them), but also on the food you eat, the water you use to bathe, the trees you sit under during a picnic. Anything and everything. To them marks (their form of universal currency) is what makes the world go ‘round. Most of them believe that most art forms are pretty useless (poetry, painting, most forms of music, etc.), and don’t really encourage these things. They also believe in class divides, so depending on how much money you have, that is how well you are treated for anything.
Their government: They select a group of men that seem fit in body and mind to over look certain parts. Such as a man to look over the population and distribution of the animals, or a man to over watch the flow of money. These men in turn hire other men to help them and do smaller tasks such as over look parts of regions and go back to them with reports. It goes on and on, until there are no more smaller jobs, and then everyone is left to fend for themselves, pays for these men’s salaries, and try to live. There is little to no use trying to take up a position in this elite circle unless you are related to one of the men or have lots of money. If you are either, most likely you already have a position.
The people: The actual people outside of the government seem to be a quite oppressed and robbed people. Most of them cannot do much to change this fact. They risk their life, and the life of the family and neighbors, if they try to dodge paying taxes or go to the Rebels for help. Some people aren’t as unlucky, and find good paying jobs to support themselves; these are mostly people who live in the major towns, especially the Capital. The small villages aren’t as lucky. All villages, towns, and cities are under constant surveillance by armed soldiers.
